The PTMEW annual conference in Gdynia is an excellent platform for establishing and tightening cooperation between stakeholders and supply chain representatives of the offshore wind energy market in Poland. It offers an opportunity to meet and network with potential partners and gives a broad update outlook of the development of the sector.
The total capacity for OW development in Poland’s EEZ and territorial waters is 33 GW. Poland’s offshore wind targets set by the government are 11,5 GW. Within the framework of Phase I, five project owners have been awarded in 2021 CfDs for a total capacity of 5.9 GW:
The first electricity from these OW farms is expected in 2026.
As for Phase II of the OW development, an assessment process has recently taken place for granting location permits for 11 new areas for OW farm construction. Polish and international OW developers, acting independently and in consortia, have totally placed 132 applications for these sites. The Ministry of Infrastructure announced in May that the highest score in the process regarding 10 of the sites was awarded to two Polish energy groups PGE and Orlen.
From 2025 onwards, an auction platform will be used for awarding CfD to the developers holding OW location permits. According to the Offshore Wind Act, the next auctions will be held in 2025 and then 2027, with a granted support for offshore farms in Phase II for a total capacity of 5 GW. An amendment to the Act on RES proposed recently by the government aims at changing this scheme to four auctions offering a total support of 12 GW (for the 2025 and 2027 auctions 4 GW each, and for additional two auctions in 2029 and 2031- 2 GW each).
